Higher speed setting vs more aggressive pad

How do you know when it's best to either speed up the machine or switch to a more aggressive pad when trying to get out light swirls and a few water spots?

Always speed the machine up first. It is the least aggressive option.

You should be running the machine on or close to full speed when trying to remove defects anyway.
