How to remove marks around controls?

Guy at work is trying to clean up a car to sell. The controls on his dash have those black marks from the oils and dirt on your fingers and dirt in the air. These are the marks that are clear in the center, where your finger hits the same spot over and over again, but the perimeter of the mark is black. Wasn't sure what is strong enough to remove this old time dirt without ruining the shine of the plastic dash. Any suggestions?

What I use is an APC (All Purpose Cleaner) and dilute it to what ever strength you like. Take a microfiber and spray the APC on the microfiber and just start rubbing where you see the black marks.
 
1Z Einszett Cockpit Premium.

If it's really bad, then alcohol & water in a spray bottle, and then follow up with the Cockpit Premium.

If they are hard to reach or you are afraid of spraying electronics, try ordering The Edge Detailing Swab Foam Tips or the Cotton Detailing Sticks. You can spray the foam/cotton head with the alcohol/water or Cockpit Premium and then just wipe away the dirt without fear of over-spraying to areas that aren't supposed to get wet.
 
if it's a painted button (like a lot of VW knobs) then make sure you don't use a strong solvent. Try woolite dilluted 10:1. Otherwise, as others suggest a dilluted APC (6:1 or 10:1) and the edge of a MF towel will clean most stubborn dirt on interior surfaces.
 
most interior cleaners should work with a bit of rubbing, if not you can spot try 3M Wax and Adhesive Remover.
