My nephew recently bought a used truck. The plastic over the speedometer is cloudy and scratched. What would you use to clean it up?

Novus #2 Fine Scratch remover

or

Novus #3 Coarse scratch remove

Followed by Novus Polish

Diamodonite also some plastic polishing products

If the cloudy substance is on the inside of the gauge it will require removal, then disassembled (on a part thats not meant to be disassembled)

For a locally-available product, the Meguiar's stuff works pretty good, too.
Dash lenses are usually a very soft material, so be picky with your buffing cloths.
