Optimum no rinse was the first rinseless wash that I can recall and that was in 2006 or 2007

QEW was around long before that, I first heard about it in 2004 and I believe it goes back to the 90's--the company that makes it was formed in 1989 and it may go back to then.

As far as waterless, IIRC Mike Phillips shared a Meg's product that was introduced in the 80's but wasn't really successful.
