Priming Pads, Picking up Bead and Dry Sanding

In videos, when using a rotary with a new pad, I always see picking up the bead on an unprimed pad. In certain shots where you can see the bottom of the pad, it appears as though only in inside 2/3 of the pad has product on it. Doesn't that lead to dry polishing with the outside 1/3 of the pad?

Looks like I need a primer on priming.

When using the rotary and pulling in a bead your actually pulling the product into the pad from the outside inward.
