That appears to be a gouge completely penetrating the paint and well into the plastic or vinyl itself. The only way to repair this is to fill the defect and refinish....

What would you fill it with?

I would either get a professional cosmetic bumper repairer or fill it in your self with body putty and sand it smooth then, undercoat, then sand again and finally use a spray paint can in the same colour, and then a clear coat over it, all processes will be time consuming to get it right.
