what is difference between 3m p1500 fisnihing disc vs clear coat disc

as title says,

what are the difference between 3m p1500 finishing film disc vs clearcoat sanding disc?

can I use either one for headlight restoration step?
 
I sand head lights like this:
1500,2500 then finally 3000.

I have always used this process and it works a charm.
