Help with surface rust!

Any tips and guidance on removing this surface rust inside my belt pulley and area. I'm looking for an effective way to accomplish this and then paint that pulley area with black paint.

I'm looking to clean up that belt pulley area for show purposes and that rust stands out really bad when looking in the engine bay. Having the 3.7 engine really exposes this belt pulley area and looks like garbage with the heavy surface rust.

Any recommended grit sandpaper or a chemical I could safely spray on to remove the surface rust? What black paint should I use and looking to apply it with a brush not spray areasol.

Here is the area I'm looking to clean up and its on my car as is!
 
The best way would be to remove the pulley and sandblast/prime/paint it. Doing it on the car will be difficult. You might try using a rust converter and Q-Tips to treat the rust on the pulley.
 
If you don't want to pull the pulley, try using Naval Jelly for the rust and paint with a brake caliper black paint.
