I can see it from both sides. AG does need to make sure they have the margin to cover their free shipping offer. They could jack the prices up and then offer free shipping on every order, or they can keep it as is and let you decide...
In my experience, you need to follow either 1 or 2 with 3 for good results. If you are doing 1 there's no need to use 2, though, and you can go straight to 3.
