Is Carpro Reflect and a gold pad a suitable combination for jeweling?

1:3 sounds too strong to be used on leather. Should start around 1:8.

The most probable explanation would be that your car does not have much iron contaminants, more towards organic contaminants.

Try to spray a bit of OCW on the streaks and try to buff them off. It's just a spray wax so polishing won't be necessary to remove the streaks. The strongest you need to go is probably wash the area with shampoo and some APC if required.

Dodo Juice Supernatural, Dodo Juice Born To Be Mild, Gtechniq G-Wash, Chemical Guys Citrus Wash Clear, Meguiars Hyperwash. Probably loads more but these are the ones I can recall from the top of my head.

I agree that surface prep is key in getting the best look but I won't say that it's 99.99999%. Probably in the 90-95% range because LSP can noticeably affect the final look like darken the paint, add depth, add further gloss, etc..
