So many vehicles are damaged in transit that they literally have a body shop at most ports of arrival. Vehicles can be refinished / repainted before they even arrive at the dealership and without their knowledge of any damage occurring. Not that this justifies anything... I think it should be...
There is a pressure relief tube that allows excess steam to escape from the pressurized boiler chamber if the pressure gets too high (to prevent it from exploding). There might be something wrong with your steamer's heating element or corrosponding circuitry that is causing it to over pressurize...
Looks like tree sap etching. Must have been on the surface for a while. Now the paint's binders and resins are fracturing apart due to extended exposure to the sap.
We normally only use DI water for the final rinse or also for water to mix with chemicals. Our Meguiar's Glass cleaner seems to work drastically better when mixed with DI water vs tap water.

Any type of protection applied at the dealership is going to be worthless because they do not have the time to properly prep each vehicle.. often they don't even apply anything special to the paintwork at all. Mostly you are buying a warranty.

Once the pad is thoroughly primed and abrasive liquid has covered every fiber of the surface you will not need to re-prime the pad after each time you clean out the pad. We typically blow them out with a Tornador and then add a few drops of product before working on the next section.
