Malco Brake Off is second to none on painted or coated aluminum. However it WILL oxidize uncoated aluminum!
You can also try a plastic razor blade along with whatever wheel cleaner you decide on.
Make a couple passes with the rotary, you won't regret it. The surbuff pads can be tricky to use, but can give great results if used properly. I personally have had great results using a surbuf w/ Malco's Buff Lite II.
