Acid wheel cleaner will take most water spots off. Wet the car, spray on the paint, avoid trim. Don't let it dry. Wash over it like normal and rinse thoroughly. I recommend doing 1/2 the car at a time and work quickly.
Your going to need to recoat it. It obviously penetrated the coating.

I find no lower than 2000 is required for scratch removal. You go through more sandpaper sometimes but you don't have to worry about getting all the 1200 grit scratches out.
I've worked for years in body shops and ill tell you, as far as 3m and other similar products are concerned they are not...
Some generate more or less heat, some hold polish/wax better so you get more even coverage, some are easier to wash.
If you ask me they all have the potential to produce the same result as long as your using the right aggressiveness, coarse fine etc.

If you spray a quick detailer or quick shine whatever the product is called while its wet it will act as a lubricant so when you shammy its easier and less likely to drag on the paint.
If you have a good sealer or wax on the paint it should minimize scratching from a shammy.
