Yes, the steps you have spelled out below is what I think needs to be done. I'm going to leave the actual work up to an expert. I've never used a wheel, and want to get it done right.

Hello BigGar. Are you willing to take a look at a 1956 T-Bird with original paint and chrome? I just got it here from suburban Philadelphia. Paint is just starting to show signs of oxidation. I live in Oceanside. Thanks, Fred
