I have used Tarminator and it works well however I still have some tar like material that is stubborn and smudged around but did not come completely off even after several applications and some aggressive scrubbing with a sponge.

What brand of pump is he using? Is the filter after the pump or is it the sock that attaches to the pump?

I did the same thing and the pads sat for 3 years. Just sprayed them with XMT Pad Rejuvenator/cleaner, let it soak in for a few minutes, washed with warm water and they look like new.

It wasn't just the repaint but the drop in the value of the cars since it's not original anymore. Same thing like Excellent on KBB is a car with flawless paint that has never been retouched or painted.
