I would mix kerosene and tar to make Tire Shine 55 years ago. So, I think the answers to the OP should be Yes, Yes and Yes.

I don't know about removing water spots and swirl marks, but back in the 50s, my Grandpa taught me how to make Tire Black out using a mixture of kerosene and tar. It works.

I think you will need something that will break down biological enzymes. Amazon carries a brand called Sunny & Honey Professional Stain and Odor Eliminator. It's not cheap ($20.00 for 32 fl oz) but it's supposed to break down the drool from your loved one. If it don't work....send it back to...
