If you were in Australia I would say it looks like flying fox etching. That stuff is strong enough to eat straight through clear coat and stain your paint in no time. And sorry I dont have a solution either.

Sorry for the late reply, had some ISP issues. Yes the PEX400 is a random orbit sander, I have not tried to change backing plates but would assume this would not be possible ast the factory backing plate has lugs that locate it to the body. It has 400 watts and I have found it to be powerful...

I have the same voltage problem here in Australia and I use a Bosch PEX400 and have had good results.:)
