    A few Halogen lights will warm it up, just not quickly. Friction will warm things up pretty quick in terms of the polishing. A blow dryer on the panel for a few seconds beforehand will help.

    At this point it is probably more for their engineers to find the source of the problem to work out the bugs for the next model year. In the meantime, insist on a comparable loaner each time you have to leave your vehicle and ask for some concessions every time you are inconvenienced.

    As stated, it has been repainted at some point. A respray is the only fix. Since it is only on the top and covered by the hood when closed I would recommend just letting it be unless it really bothers you or starts to flake off.
