wax oxidation clearcoat failure

A year ago I had my Toyota RAV4 'detailed' by a local car wash outfit but the hood and roof became hazy within a week. Many say it looks like oxidation but you I can scratch off white stuff with my finger nail so I believe it is wax. Pic of hood below. Any ideas on how to remove the wax...
