Iron X is much stronger than Sonax Full Effect? I've tried with Full Effect and claybar and nothing.

Hi guys, I have 4 Volk C28N wheels and on the winter some black stains appear that I can't remove with Sonax Full Effect. Can you help me with some tips? Pictures attached (the wheels were cleaned during pics)! Sincerely, Stelian
