    but neutral to what? neutral to skin is 5.5 or acidic, neutral to wax may or may not be 7 or the ph of water. If water is neutral at 7 than my understanding is that it will not change the ph of the chemical because it is "neutral". So if the product ph is 8 you would need something less than 7...
