    scratches stand out

I would contact a local professional detailer. Have them repair the scratches if they aren't past the clear coat. Then I'd suggest having the car polished and coated. Those are big trucks. Might as well coat them and then just maintain them with routine washing.

    Sanding headlights

Dry sanding in the beginning is faster. The goal is to remove a layer of plastic (the yellow). The color change and cloudiness comes from oxidation. Wet-sanding is a less aggressive approach thats why it's used in the later steps when refining your previous sanding marks.

    Hot Water For Your Hose

I found a de icing element for 5 gallon buckets. Commonly used for making sure livestock has water to drink during cold months. Might try it for 43 bucks but it's not stainless steel. One person on a review mentioned corroding. Wonder if I could use colonite metal wax to insulate the metal

    Help Removing 400 grit marks

I would try going the opposite direction of the scratches. Time and patience are required. Put it this way, if wet-sanding cant take them out, the spot would have to be repainted.

2004 Ford F250 Help -- Water spots, etching, swirls, and more...

Yup, paint looks great. Definitely a winning combination. Those fractures are something the owner will have to live with. If this was a show car or the person really wanted to have it done, Id wet-sand it.
