I would bump your budget a little and get the Canon S100. I got my wife the S90 (2 generations old now) and it works great and produces good images. I like the fact that it shoots in RAW mode too.

This is what you need to go buy. It's pretty cheap at $12.99. This will allow you to look at the spots and help to determine if it's a bonded contaminant or something under the clearcoat. They work really well in showing you what the human eye can't see. Let us know what you find...

It appears to be the factory coating. You will find that some car companies do this to make the exhaust blend in more. A simple re-paint with high temp paint will do the trick.
