    Those look like they could be some sort of water or mineral damage. Try a little bit of light abrasive polish on a microfiber towel, I bet they come right out.

    I'd use it as a test panel to learn how to wetsand. You can't make it (much) worse so why not see what happens? If you burn the clear, so what? That part of the car already needs to be repaired in a body shop anyway, so what's the harm in playing around with it?

    New car, new to detailing- need advice

    Grab a DA, whichever one you choose will work fine, some Lake Country green polishing pads, some HD Speed and some clay. Give you the car a clay bar treatment twice a year and go over it quick with Speed. Use a spray wax after regular washings and the car will look good for as long as you own it.

    Product Recommendation Needed

    Second, when I got my new (used) car in June last year, I didn't have time to do a proper wash and sealant on it until the following spring. Rinseless washes with Midnight Sun spray wax as a drying aid made the black paint super slick and shiny and got me through a New York winter.
