The pictures are not clear enough to determine if it has been repainted. Solvent pop looks like hundreds of tiny little bubbles in the clear coat, dirt nibs or dirt in paint looks like little chunks protruding out from the paint, and stone rash (which is what i am guessing based on your photos)...

Sounds like the finish may be sticky(?) and causing excess heat build up which could be leading to the "glazed" pad. Have you tried working smaller sections using more fluid (i.e compound/polish)- this would effectively keep the heat build up down and provide more lubrication to prevent the pad...

Otherwise you would scrape with a razor blade using glass cleaner as a lubricant, then you can polish as necessary.

Factory applied paint is typically anywhere from 3-6 mils- so at 4.5 you are right in the middle. And like others have mentioned- Justin at Final Inspection is the man to go to!

Definitely looks like a bad repair job all the way through- it does not look like they repaired or prepped it properly before painting. IMHO it needs to be redone
