They don't look like they are caused by a polishing pad..... The marks I have highlighted look like they are scratches that were already in the paint.

Looks like rail dust impeded in the paint, so yes it is rust....iron remover will get rid of it...

Exterior only on this 2004 Mercury Marquis strip wash....iron remover/clay Compound polish...Meg's hybrid coating. This is a 20 footer car.....been resprayed....bondo...cracking clear... The 82 year old man loves it though.......

if it was, I don't think you would see the rust deposits... plus in his original post, he said he already tried polish.
