Ive used UC by hand before and have had this problem. Just follow up with meguiars polishing compound or ultimate polish. If you can afford to spend the money grab a random orbital polisher. Ive never looked back and your arms will thank you. :)

You could try finish kare 1000P. Very good durability and gives a great gloss to the paint. :) I like SirTanon's idea about incentives for drivers to keep the trucks maintained.

Collinite 845 for a wax/sealant

That three step process is good. Maybe add a polishing step too to remove any light swirls (if you can see any). Itd be a good idea to check for any marring after the clay step, polish will remove this. I recommend meguiars m205 :dblthumb2:

To get dust off I usually just let my MF towel glide over the finish by holding it by two corners on the same side and letting it go over the paint with no pressure. I would not recommend rubbing the dust as it may be the cause of your scratches. I get some dusting with meguiars UC occasionally...
