The way I look at it is that if there is not enough clear coat to wet-sand, then there is not enough clear-coat to do it's job of protecting the paint and therefor, needs to be repainted. I think you should try polishing it first with a medium polish to see how that does and if your not...

If there are any defects in the paint, then I would go straight to an orange pad. It probably won't remove all the defects but it will do better then a white pad. If you use it after polishing, then use a white pad or finer.
