Sure looks that way :). Usually, the top is pretty clear, I just finished up some stuff and didn't put everything away. I usually just load it up for the job I'm going to do.

It does have locks. The bottle racks are called speed rails (for bars). Cant remember if I got them on Amazon or at a restaurant supply store.

Here’s mine. Gut a Luxor cart, some tool hanger racks at HD for the brushes and some restaurant speed bottle racks (amazon). You can pretty much customize it the way you want. I have too much stuff :) Total cost was less than $150 and can shuffle things around if needed.

I put 12 of these in my garage, 20 X 20. May sound like overkill, but worked out great, and am very happy with the setup. They're corded and would have preferred hard wired, but made them work. Attached directly to the ceiling rather than from the chains shown...
