You could start by washing it and claying it. Then do a multi step correction over the course of a few days.

Looks a lot better. Maybe if anything like that comes your way again you could try M39 Heavy Duty Vinyl Cleaner. Works really great on extremly dirty vinyl.

Well, there are good and bad types of silicone. Not sure if the Hot Shine caused your tires to turn brown, sounds like blooming to me. Meguiars Silicone free dressing?
