    It would probably depend on how long the coating needs to cure, what coating you're using and how long since you applied the coating.

    Removing old touch up paint.

    It would be easier and more conforming to wet sand the "glob" down to a flush level with the surrounding paint. As long as the chips are completely filled then the sanding will look pretty good. Sounds scary, but it really isn't.
