do the thinner then wash the car. It's ok to wipe on/off, but you don't wanna leave it saturated on the paint. For an oil-based paint, Mineral Spirits or other thinner will be the best bet.

NevrDull is awesome. if they're gunked up I would use some Greased Lightning first to clean them up.
