Do you treat this stuff as a plastic surface or as a metallic chrome surface? Can it be polished? with what? What's the chemistry of it... Is it actually a metallic coating on plastic or a non-metallic finish that just looks like metallic chrome.

The traditional glue for leatherwork is called "barge cement". You can google it and find a variety of sources. It sticks good and doesn't discolor the leather.
