We have tested for the backside of the rotor with and without dust shields. I personally have my dust shields removed and don't have an issue with this. If there were any sort of initial dust from the backside of the rotor it shouldn't be any more than a typical dusting from normal driving.

Rustopper should provide effective even with a pressure washer as long as it doesn't get a straight blast to the rotor. We use a foamer here on our vehicles after the wheels are cleaned and Rustopper is applied. Only upon rinsing does the wheel really get somewhat wet again but the rotors stay...
