If you can feel an indentation, or use a toothpick or so to see if it snags, then pitting is your problem. If not seek another solution. If its pitting, only recourse is stripping off protective barrier ( clear coat or poly film) followed by sanding and refinishing.

Possibly pitting due to salts and or acids.
