back on topic, i believe it is worth it to use a good sealant (not neccessarily a product marketed as a wheel sealant or wax) on wheels, then maintain them with shampoo.

proper way to fix it would be a respray, you can use a fiberglass spot sanding pen to smooth out the edge around the chip and then brush on some touch up clear, it won't look great but anything looks better than rust.
