I did some reading on BMW wheels and apparently there is a special wheel cleaner only to be used on BMW, Merc and Audi for this type of situation but it's not available locally. I also tried clay and m105 with a cone and drill.

Chemical guys matte black detailer works well on these types of wheels. I also like Sonax PNS to protect them.

HD Polish and Poxy took it to the next level. Used a light cut pad at a slow speed with polish and let Poxy set up for about 30 mins before removal.

I had some annoying neighbors once. One day I faced all my stereo speakers towards their apartment (row houses Brooklyn, NY), which was adjacent to my apartment, put on Slayer South of Heaven Album on repeat at max volume and left for the day. Problem solved.
