Is claying needed before heavy paint correction with rotary compound on very poor paint or can I skip it?

I have and used a Makita rotary for the first time. Used Megs swirl remover #9 with white Megs pad as final polishing step. Some very faint swirls still seen in bright sun at an angle. Can I get a completely swirl free finish with rotary or would it be best to do final polishing with DA? Thanks
