Hi, I'm polishing my car and most panels i get a perfect mirror reflection but my front fenders and bumper just won't get that, it's quite noticeable next to the door panel which is perfect. I use the same technique as the others so are these parts just bad paint?

Please help. Sorry if this has been explained a million times already but i can't find an answer, I'm having holograms in my paintwork after i hand polished, what technique is the best to get rid of them or at least reduce? Or do they get covered up after i waxed, the swirlmarks i had before got...
