Take this for what it's worth, but I am sure you won't like it. Too skinny. Small tires, tongue looks iffy, and the price is high. (for my area) I gave 1700 for my old cargo brand new, all steel.

A water tank will depend on new or used and size. I picked up a 65 gallon tank for Tractor Supply for $150 new, years ago. I currently have it on Craigslist for $50. So look on Craigslist. I picked up a 275 gallon water tank for fleet washing for $125 and sold in on Craigslist for the same...

I politely disagree. You can't stereo type people because they have a muddy truck..... I charged $40 for the engine in the pic above, got $60 for a tip.... None of my Clients go "Mud Bogging", but their extremely successful businesses require them to take their trucks down dirt roads/off road...

Way too big....my opinion though. I pull a 5x10, V-nose, which adds about an extra foot. Almost too big, but I want to be set up for 1-10 cars a day.

Buying cheap equipment is ok at first, but I would save for something that will last a little longer. Not saying that harbor freight stuff won't last, but put money aside for when it goes down and you need to get it fixed or buy another one... Been there, done that. Proper maintenance too...
