On my car I use my fingers to take remove tar or whatever is stuck on there then I use a mothers power ball with mothers metal polish. I have a legacy gt with dual exhaust, it's a lot if exhaust to cover but the ball and my cordless drill make it go fast.

I would not recommend any metal valve stem cap, period. They do infect rust and weld themselves to the valve stem.
