Yes you have to strip the whole barrel to remove all of the corrosion and the old clearcoat. If you painted over the old clearcoat where it hadn't bubbled it would possibly bubble later and lift anything you put over it.

You could try GlistenPc, it's a little expensive but it's holding up well on my boats aluminum. It's a 2 part clearcoat made for aluminum that you can spray or brush on, then takes 3 days to fully cure. It was $80 for a quart.

+1 on switching to akebono pads. Here is a picture from a review on them on an audi after 2 weeks of driving. Here's his rear wheel after 2 weeks. Remember the front are usually dirtier as well.

I had the same problem with my audi. Within a week they were coated with brake dust. When it came time to service the brakes, I switched to different pads that dust a lot less and a lighter color.

Yes, the results in the picture are from plastx and for stubborn spots menz 4500. The biggest help was using my variable speed drill with 4in pads, rubbing the tiny circles by hand was a pain. I put plastx on about 3/4in of the outside of the pad and used the drill to polish the trim.
