I don't have that much experience with the products you're using but it seems that you may have to use the swirl remover with the orange pad to get rid of the trails. If not then go more aggressive and "back out" like you did previously. Hopefully some more members will give you feedback, but...

Anytime I clay I see if there are any swirls or significant scratches before I decide to polish, I do it about every 4 or 6 months my car is parked outside basically 24/7 so I just try to maintain it since there is so much rain and debri from trees.
