I tried all the compounds from mild to very aggressive with a polisher and did not do anything at all. might have to try wet sanding. any tips?

Little update: Clay bar and 50/50 IPA did nothing. I am waiting for my new pads to come in to do compound/polish

When I bought my car from previous owner. It came with these dots on both front side fenders. It not rust I believe. When you run your hand over the fender, it still smooth, not really smooth though compared to other section of paint and when I run my nail over , it does not catch one bit...
