2K Clear Coat vs 2K fill-in-system

Hello,
What is the difference between 2K Clear Coat and 2K fill-in-system?
I’m about to spray paint some rims using 2X Rust Oleum, and afterwards I’m going to finish it off with some spray max 2K clear coat.

The 2k clear coat is ready to use as purchased. I've used this product many times and it's a great product.

The "fill-in" system is an empty can that you have to fill yourself with your own paint product of choice. You also need the specialized filling tool to do the filling. Don't take this response to the bank as I have no experience with this product, but from my research of their website that's what it sounds like to me.
