Advice for removing diluted road paint

I am meeting with a potential customer tomorrow to inspect her 2007 Suburban. Apparently the road commission painted yellow lines right before a strong thunderstorm. Suburban then drove down road in said thunderstorm while the paint was running and mixing with water. This was a torrential downpour so she might not of been driving directly on the yellow lines, the paint could of been running down the road.

She said its a thin film and looked like it mixed in with the rain spray and covered a lot of the vehicle. Would something like IPA or Eraser work in this case? Looking for a fast removal without machine work. Anyway, sounds nasty. She said the whole rear is covered, all over the rear window.
 
Sounds like a good start to me. Obviously test areas are in order. Had a similar incident with a customer with spray paint mist. Megs Super Degreaser on a MF towel wiped it right off with minimal paint marring.
 
One quick solution.... Lacquer Thinner! You can try Mineral Spirits but with road paint (even diluted) it does tend to be a struggle to remove.
 
I inspected the Suburban and the paint came off with minimal effort using 20% IPA. Booked her for next week. Looks like she got away lucky for sure.
