I have a mixture of alcohol and water in a spray bottle, i just want to know if it loses potency over time.

Alcohol will evaporate but if the bottle is sealed then it has nowhere to go. So I would say no, it will not weaken over time. If you leave it in an open container, then yes I believe alcohol will evaporate much faster than the water and thus will become weaker over time.
