Just found this on my mothers 06 jag
 
I'm guessing the panel is rusting out from the backside. It does look like someone held a lighter there and burned it.
 
There is a smudge in the surrounding area. I'm not sure what chemical can cause damage like that
 
That is like the weirdest mark I have ever seen on a car. Is that a fender? What is the white material? It looks like it's translucent white plastic as a substrate and the paint has come off in spots...but that can't be.

I haven't got to really examine the white smudge. When I look over it after work I will post more pics.
 
Ive seen brake fluid on paint before and it didn't look like that. A guy had a completely restored 65 Camaro just professionally painted in dark blue. Well, apparently he had some enemies, because someone came one night and dumped brake fluid all over it.

It left kind of weird "color holograms" in the paint, but the paint was not peeling. It could have been a different paint, so maybe this is reacting differently.

Either way, the only way to fix it is a re-paint of this panel. But, you may want to make sure there is no rust behind it.
 
I was going to say brake fluid also. It may have been thrown from a tire on a vehicle with a leaking caliper.
 
Look closely around the peeled paint, the paint has turned brown just like paper does when you put a flame to it. I'm almost positive the paint got burnt by whatever source it might have been.
