Are these blemishes?

I have a prospective job here, and this El Camino is covered in swirls. For the most part the car is not too intimadating, however the hood has this discoloration. The pattern and borders make me think of rust, though there is no elevated feel to he clear coat.

My question is, what is this stuff? How would you get rid of it?

Is that a single stage paint?

It almost looks like clear coat problem. What year is and has it been repainted in the past?

I am unsure of the year. It had been repainted, and I can white around some edges, either the origonal paint, or the primer. I want to say its the origonal paint.

The clearcoat seems to be uneffected by the discoloration. It is smooth as the reast of the car. It seems the pattern there is underneath, in the basecoat.

I guess the only way to tell is to do a test spot and see if it polishes out, though I am skeptical it will.
