Is there any way to fix a previously filled in paint chip (like the touch up paint from autozone) to make it look smooth and not so rough?

That sounds great, after letting the paint dry and wet sanding, would a da with a cutting pad bring the shine back? I do not have a rotary, nor have I ever used one.

Once you're satisfied with the finish sanding, start with compound and a cutting pad and progressively with up to a finishing pad and polish.
A dual action polisher will take you a bit longer that with a rotary but toy can achieve outstanding results.....
